Following up from last week’s discussion about preference laws…
ND does have a preference law for printing: printing must be awarded to a resident North Dakota bidder.
A non-resident bidder may be awarded a printing contract in some cases, such as if it is not practical to award to a resident ND bidder.
It is practical to get quotes from an out of state printer if… no resident bidder will or can provide the printing at a reasonable price, no resident ND bidder is able to meet the required delivery schedule, or there is a lack of resident ND bidders providing specialized printing services.
“Resident Bidder” means a bidder with a bona fide place of business in North Dakota for one year.
